Why vacations allowed if the players are active daily?

If someone is being active daily, playing games daily then why is allowed to let one of his game pending as long as he wants it to?
Players can use their vacations any way they want. All their "daily" games are paused until they come back but they can do anything else they want including live games. It's just the rules...
