Why was this guy awarded the FM title even tho he's rating is not even close to 2300?

So I was playing chess till I saw a guy with the FM title but this rating was nowhere near 2300. I check his FIDE profile, and his ratings were always around the 1700s, but he got the FM title and i don't know HOW.

Anyone can explain, please? Is it because he participed in the Olympiads maybe?

Although achieving a FIDE rating of 2300 is the usual way of getting the FM title, there are other criteria that could have been met to be awarded the title. These criteria include scoring 65% in the Olympiad and many others which are highlighted in the FIDE handbook.
