It won’t be ruled based. What will happen is computers will show many lines as obsolete. Like the Pin variation of the Sicilian is a forced lose for black with best play. The Latvian Gambit will be next (if it isn’t already a proven forced loss). I read that computers have proven the King’s Gambit as a forced loss for white. However, a human could never memorize every variation as the tree is to complex for anything less than best moves. 

 

So, if chess is ever “solved” it will just be flawed variations and flawed sub variations. The QGD, Nimzo and Sicilian will never be solvedas a win for white. 

 

So solving ALL of chess isn’t possible.

Where did you read this?  Could it have been on Chessbase?  Please stop spreading this rumor around.  It's an April Fool's prank from years ago that some less than discerning chess players have been spreading as gospel ever since.

Really? I did not know that! That is entirely possible. I figured that Stockfish had gone through all possible moves of the  sub variations and found advantages for White that were sizable enough to show wins for black. 

 

Ill see if I can find the source.

No. There are more distinct 40 move games than there are atoms in the universe. Chess will not be solved by computers

I think neural networks like leela chess,Alpha zero will be strong enough to solve chess withing next 5 years.The elo strength of such a AI will be around 4500
