You probably do risk a ban, yes, because it's cheating, especially so since you announced the reason for it as such! You don't really have elo points to lose though, really!
Resigning, as you suggest, simply to lower your rating is a form of cheating. You are intentionally lowering your rating, and by extension you are possible inflating your opponents rating. This is unfair to everyone so certainly should not be done.
And as SorrImAnon says, you should always try to win.

If you want to play weaker opponents, set a seek with the rating range you want.

The real problem is you are wasting other people's time who are looking for a game. Do your the opponent the courtesy of actually playing them. Sometimes I have a few minutes to get a game in, and if I get abandonments or quick resignations it's very frustrating. You're not doing someone a favor with a quick resign, you are jerking them around.
