Saying Good Luck means you are actually not lazy enough to say gl. It means you have followed the crowd that says good luck without establishing a meaning to it, nor every thinking about the fact that one should be established.

OTB I usually say "gutes Spiel", meaning "I wish you a good game". Most of us wants indeed a balanced, interesting game, and most of us do not have anything against the better player winning (better after playing an interesting game). I do not use "good luck", but I do not regard it as negative.
