Would you class Chess as an Art?

I rang The Arts Council in London, UK and asked if they would fund a installation project namely based on Chess for the Chess community to participate and onlookers to enjoy. The person on the call from the ‘Arts Council’ who was a musician with “a fashion designer wife” laughed and hung up because 1. Had to pick his kid up and apparently “no one else who would be available” even though they are due to finish in 1 hr . No one with more experience or creativity to handle the grant query at the Arts Council? 2. HE doesn’t class Chess as an Art and declared that “the Arts Council grant fund wouldn’t fund Chess” Thoughts?

Likewise different people have different opinions on abstract paintings

Art is never an objective matter

What makes something an art?

Is art something noisy that comes into appearance and goes away so fast?

Or is it something solid and everlasting?

I think a beautiful checkmate or an intricately coordinated position is way more artistic than a 1 million painting that looks like someone rainbow barfed on a canvas but is supposed to be an abstract painting of the ocean.
