Hmm. You can test this out.

Have one side one way, and the other side the other way.

Flip a coin to choose a side and play against the computer.

Good question.

The side with only one rook would slaughter the one without 5 pawns quickly. The latter could not defend immediate attacks on undefended pieces. Or an all out pawn offensive.
