I'm not sure what you are getting at. Yeah, the player had a higher rating in the past and is lower now. It's blitz and rating can fluctuate a lot.

Yes as consequence of their strenght fluctuating. Rating sytem factors are not the case.

It doesn't necessarily have to be a function of strength. I play better in longer time controls. So, if I play a bunch 10 minute games, my rating will go up some and if I switch to 5 minute or faster games it will drop back down. Maybe not huge swings, but swings.
In this case, the rating was a high initial one that dropped as more games were played. An artifact of Glicko and RD.
