No. The site uses the Glicko rating system that includes a measure of rating uncertainty called the rating deviation (RD) value. Accounts with few games in a pool or with long gaps in play valve larger RD values and see larger rating changes after games. As more games are played, the RD value drops as does the magnitude of rating change.
