How do I get a timeout ratio of 10% and lower.

umm...it's a percentage of your games.  So when you have timed out on less than 10%...you know?

Would playing a game with a time control of 5 days or less help.

no.

something to help lower ur timeout ratio would be playing lots of game and completing them..

so like if u have 1 time out and 10 games played you would be at 10% timeout ratio, where if u have 100 games completed u would be at 1% timeout ratio and 200 games played would be 0% timeout ratio

No.  You need to finish as many games as you can without timing out so that the ratio of time outs to finished games grows smaller.  So the more you finish sooner, the sooner your time out ratio will get under 10%.  You can resign or win but no losing on time.  good luck.

Is a timeout how long it takes you to move when its your turn or when you log of.

No, a timeout is when you lose on time, like your game against sampdoria63. You didn't move for 3 days in a game with a time control of 3 days per move. So you lost by timeout. You've lost by timeout in more than 10% of your games.
