That’s my understanding.
On the website, next to the global number for each time control, there is a question mark which gives the active time period.

And what does "active in the last three months" mean? Is 1 completed game enough?
What is the criterion to appear in the global leader board for ratings in the different categories (and hence to have an ordinal rank)?
(I see that a long period of inactivity leads to not being included in the list, but am not sure what the actual criterion is).
