An account for my <13 kid

In the terms of service, it says "parents or guardians of children under the age of 13 who wish to allow their children access to the Service must create an account that is maintained by a legal guardian of at least 18 years old and monitor the child's usage."
It's not clear to me from this whether I am allowed to set up an entirely new account for my kid, or instead whether I am only permitted to let my kid use my own already existing account.
It says I "must create an account" but I don't know if this can refer to a new account, or instead whether it refers to the account I've already created.
It means you create a seperate account for your child on here and monitor them while they are online. They don't share your account. Those ratings are yours.
ChessKid.com is for kids who are aged 13 and younger who join there with a parent/guardian and or coach.

I just made an account for him on chesskid.com, and there's only 19 people online right now. It sends him to computer players instead--but he's rated well below 500, and the computer opponents are always >900.

If he goes into live chess there and creates a challenge, if it isn't accepted within 15 seconds, the computer will pick up his challenge to ensure he still gets a game.
Each of the computers on their have been given usernames to make it more kid friendly.
Have him try out the tactics trainer on there, its aimed at learners and much different to the one on here.

What I was wondering, because it's hard to get a live game over there, and because the computer players over there are rated much higher than my kid, is this:
Are there many people rated less than 500 here on chess.com?
