Most spammers come on quickly and post their content. The other issue is with abusive members coming on and posting objectionable content, which is normally done in the heat of the momemnt.

A member can stay at chess.com and enjoy playing chess as long as they want to without a premium membership. Along with playing chess games, they can be a part of other free activities like clubs, forums, etc.
However, some features are partially and some features are only available with different premium memberships.
