you can not do anything in that . but if that person wants to restore his or her account so he need to contact support and ask regarding his account . according to the cause of ban options will be evaluated by staff . If they consider that you wont do that thing again (you need to promise and do an agreement) and the violation you did can be forgiven once then the account can be restored .

if the thing is serious i dont think so they will allow to restore the account and that person would be banned from site for certain period after that he/she can apologies and ask to make a new acc .

making multiple accounts again and again will only cause problem as that may lead to IP ban so i would advice better contact support and come to a solution with them , else getting banned again and again i don't think so that will work for any user .
