Yes, you can report people for discrimination, racism, trolling etc.
Just make sure to report them instead of publicly naming them in the forum threads. chess.com support does take action; it doesn't necessarily end in a ban, but they will certainly be warned, muted, or other measures based on the severity, possibly repeat cases or any other number of factors.
