A few years ago, only official Chess.com support staff could check DMs and the volunteer moderators could not. That was before the current reporting system was in place, so maybe that's changed. I would think that context is important.

No, moderators can't see DMs. Staff can if there's a reason to look, such as being reported for abuse via DM.
