For the question why he did not register it with chess.com then he is an old player and is relatively new to the internet(he received his fide title more than 30 years ago) and asked somebody to help him to register(I do not know if chess.com ask users questions about their level and maybe the person who helped him to register thought he is a beginner).
He told me that when he got a second account they tested him in 3 games of 3 minutes per game against weak players when he won 2 of them and in the third did a stupid mistake and lost his queen and the game and it is the reason they gave him an initial rating of 1617 in the second account.

When an account is closed for fair play violations, an email is sent to the address associated with the account. One of the options is an appeal where additional information is requested. An OTB title may be sufficient information for an appeal to be granted. It would require submission of title information, like what was posted by @justbefair

I ask for a friend who is a player with a fide title who cannot play in chess.com and does not understand what he did wrong.
He has a blitz rating above 2400 and when I search for him in chess.com I see
"This account has been closed for violating our Fair Play Policy.
These rules help keep chess fair for everyone."
Note that he started with rating of 637 because this is the rating that chess.com gave him and won every game and after some hours got to rating near 1600 and suddenly got a message that his account is blocked. first time he guessed that the reason is that he aborted 3 games (2 because he had other things to do and the third game because he got a player with lower rating and wanted to get progress faster by playing against players with better rating).
At that time he told me that he filed an appeal and that they told him that he can start a new account but it means giving up filing an appeal.
After not getting a fast reply he decided to start a new account when he started from the rating he had when he left. After many games he has a blitz rating of more than 2400 when of course he did not win every game against strong players and again chess.com decided to block his account and this time he does not understand what is the reason and what he did wrong because he did not repeat the mistake of aborting games.
