Can You Cheat with Your Rating?

I played a guy.  At the beginning his rating was in the medium 1200's.  After I beat him his rating dropped to 992! I was scheduled to receive 7 points for the win but was only awarded 3 points.  Here is a screenshot with the areas highlighted.  Can anyone help me understand this?

The guy was likely new (or hasn't played in a while) and with an highly inaccurate rating.  Their rating can shift wildly at times like that.  On the other hand, if they aren't accurately rated, there's no way to tell whether you winning was impressive or not, so your rating isn't going to change as much as a result (win or lose).

I didn't look at the game, or, how long your opponent has been here, but here's how it works.

If you were "scheduled" to receive seven points for a win at the start of the game, and your opponent won other games while yours was still being played, you will receive less than seven points if you win against that opponent. The rating points are awarded (or deducted) based upon the rating of the players at the time the game is finished.

Thanks for the thoughts.  What's been said makes sense if it was a small difference in rating but his rating at the beginning of the game was something like 1250 and then after that game it was 995.  Is there an explanation of a 250 point drop during the course of one game?  Even if he was playing multiple games that's a drop that doesn't seem reasonable...

Everyone starts with a 1200 rating. He is new and his first game was a loss against someone rated 948. What rating do you think someone should be assigned when their only game is a loss to someone rated 948? A several hundred point drop makes sense in that scenario to me.
