I think it was, but either way it shouldn't matter. You're allowed to resign on your opponent's move as well.

I think it's because of some lag connection in the internet?
My connection is really slow, (26.4 kbs it says), but I doubt resigning takes more resources than making a move. I never have had problems moving. It would be nice if the staff would look into this.
What browser do you use? I think for a brief period, Firefox 8 had some problems running live chess smoothly. It might be fixed now.
Try using the chrome (recommended by chess.com), clear you cookies and temp files.
When the resign button doesn't work, before clearing cookies and temp files, try ctrl+f5 for a quick temporary fix, it should work.

Occasionally in a blitz game, I'm losing the game so I go to resign, and the button doesn't work. It has happened more than once and it is embarrasing. I don't know what circumstances are causing it, but it seems like a bug.
