How he/she is cheating: Making alts and playing against them.
I know this guy, he is an 800, he couldn't get rating so he decided to make alts and play with them to get rating. I reported him many many times, he got 2 warnings, no ban. He continues cheating to this day, no ban.
Proof: These are just A FEW of his many many many alts:

Just a few, if you go to some of his recent games, you will see the newer ones, they all have 2000 rating as it gains his main account more rating.
Note: He makes his alts from a different country to prevent suspicions.
Look at his alts above, recent games, 1 or 2 and only against [removed - CivilServant] (his main) and all loses.
REPORT HIM
