If you report someone the site checks their games.
If staff determine there was cheating, the account is closed. If there isn't sufficient evidence, they'll monitor the account. If there's no evidence, nothing happens.
A lot of closures are automatic but there's tens of millions of games a day so not all games can be checked.

Hallo, at the time (italian) 05.58 - 06.00 a game was closed by the one I was playing against, he canceled the game after 15 minutes gaming while he was loosing. How he could cancel the game at the last minutes???? Now I have less passion for that app, it is hardly bugged, or is it cheating?

There was a live server restart. When that happens, all ongoing games are aborted.

And i i have even better rating of 1345 Elo In Blitz
They start with higher ratings so almost all players are higher rated there.

Cheating is everywhere, wherever you go.
If you want to avoid playing against cheaters, make sure to review the player's profile before challenging them.
If you suspect any opponent of cheating in a team match or tournament, report them [it is just a couple of clicks], slow down the game, and ultimately finish your game. Let the staff handle it. If they are found to be cheating, their account will be permanently closed, and [no matter how long it takes], your rating will be adjusted with compensation for your potentially unfair rating losses.
