Cheating and reports

It is a post to question how the report system works , I recently reported a player with 400 hundred and some games and 2155 elo that plays maybe 60 if not 70 percent of his games at 98-99 accuracy . It's been 2 or 3 days already and the account is still not closed . I once reported a similar cheater but it took maybe one day if not a couple of hours and the account has been closed . How does the system work exactly ? It looks at the number of reports ? The variety of players that reported the account ? Or it's purely the time needed to actually check if the account is cheating (which I doubt) Could someone enlighten me on this subject a little more ?
