Computer violates Fair Play policy??

The server here uses certain rules to determine "violations" of the "Fair Play Policy" and apparently they apply to the PC as well. This is how chess.com kicks out deadbeats (and those with poor ISP connections as well, unfortunately) for "dilly-dallying" instead of moving within whatever parameters chess.com has determined constitute "fair play"

Click on Help & Support at the bottom of the page and contact the staff directly. DO NOT "name and shame" anyone in a blog, forum, note or anyplace else other than in a direct communication with the staff.

After the computer stopped moving for three minutes, as one might expect from some of the bratty younger players. How does this even happen?
