I had this problem because I tried using a Visa Vanilla gift card I got as a gift. This didn't work because you need to use a payment method that can support automatic renewals and payments. If this is what you are trying with any sort of gift card, please use an actual credit card or debit card. 

If this is not the issue, I hope this answers questions someone may have in the future.

When i try to get diamond membership it says your transaction could not be processed at this time.How do i fix it?

It's likely an issue with your payment method. Try a different one. You could open a ticket with support and they may be able to provide more information.
