Does anyone know what this is and what it measures ?

I'm not sure, but what I do know is I just switched over to Geico and saved $330 per year on my car insurance.

 It would take more typing than I'm up for at the moment to explain, plus, I think in this case, wikipedia does a decent enough job of explaining it.
