No, you can only get GM/IM/FM/CM titles through over the board regular rated play. Sane does for NM if your national federation offers that

Over the board Chess is in officially sanctioned chess tournaments under the FIDE rating system. Regular rated means that the events require a minimum time control, along with other requirements. GM and IM also have very specific requirements over and above those.

The server keeps the official clocks. If the game shows you lost on time, then you ran out of time.
