How do I report a player by whom I am blocked?

I recently defeated a player in a bullet game (riddled with error, it goes without saying).  He messages me, "I think you are cheating".  I respond to him politely, "Okay.  Do you care to explain your accusation?"  I receive no  response, except that he blocks me.  I proceed to report him for abuse, but I get a message along the lines of "This function is not available."  Is this a flaw in Chess.com's design, that one can insure himself against a report by preemptively issuing a block?  It seems this situation is ripe for abuse.

Yes. Imagine that someone is a cheater (a real one), and he blocks his opponents intending to protect against a report for cheating.
