How do I report suspected cheating

I can accept the lag answer. I find it hard to believe that he was able to save something like 5 or 6 moves in a row with 1.9 seconds showing on his clock, but I see that it is possible. What got me the most is, when he ran out of time, it gave us a draw "due to insufficient material"! Unless I don't understand the rules of a timed game OR the rules of a draw, that just isn't possible when he still had 2 major pieces on the board.

The guy was not cheating just premoving, if you premove your time does not go down at all, it may appear to you to go down again this is due to lag.
The game was a draw because Your opponants time ran out and You did not have enough material left to win had his time not ran out, if your time had ran out it would have been a loss for you because your opponant had enough material left to win.
Hope this clears everything up for you?
Premoving can be a useful tool on here, I have had to premove to win in the past, if you are able to keep checking your opponant it is easy to premove.
Dose anyone know how to report a member that insults you just because you beat them?

I played rsean tonight. His time ran out, then reset back to 1.9 sec and stayed there for SEVERAL moves. I asked him in chat what was up with his time, and all the sudden it started again. He then ran out of time. I had only my king left, he had his king, one rook and a queen he had just been able to make by moving a pawn up while his time stayed stagnent. When time ran out, the game was called a draw due to insufficient material. I had over 3 min left, he had 0.00. Maybe I do not understand how this program works, but that sure seems like cheating to me. Please guide me as to how to make sure the appropriate people know, or correct me if he was not cheating. BTW, the game was a 12 min game with no preset on the time per move.
