Those come from games and played in those games can send them. They are called badges now.

thanks pal but while playing bullet, at the end of the game, my moves ran out of time before they reached the server. I'm staying half an Earth away from America.

Data takes time to transit from your location to the chess.com servers. The site allows some lag but if you are experiencing minor disconnects (can be client side or between you and the site) or excessive lag, you'll have issues.
The site is working on a more distributed model for Live, which should decrease lag for a lot of players since they'll hit servers geographically closer to them, but I have no idea how far along that project is or when it may be completed.
