However, there is no way black can win this. Even if he was allowed to move both the white pieces and the black pieces, he can't checkmate white. Therefor, it's a draw.

Hard to tell from the posted image, but I'm guessing that White is out of time but Black gets only a draw because he hasn't enough material to mate White even if White actively cooperates - in which case you don't win on time but you escape with a half-point from a hopelessly lost position.

I was white and I couldn't move because it said insufficient material. it was my move and queen to f7 is mate.

But you're out of time, so you would lose except that there is no way for Black to win.

ETA: Viktor's contribution is clever and witty - 1. ... Qc7+ is self-mate after White's forced reply, so if White loses on time Black only gets a draw because White has no move that allows Black to win.
