It's not really an achievement, but a Cheer. It's possible it's was bugged when you joined or you may have deleted it at some point. If you find it being missing is a problem, open a ticket with support: https://support.chess.com/article/346-contact-us

do you get the welcome achievement if you've already opened several accounts or do you only get the welcome achievement when you opened your very first account?
It is account based. Each account should get the Cheer.
That's true but making new accounts is against the rules.
If you tell someone thank you, they are likely to say your Welcome!
