I originally disabled browser notifications, but I now want to enable them for moves and other browser notifications. Other forums are saying to go to settings > notifications, and scroll to the bottom of the page, but I am not seeing that.

If you click the icon to the left of the URL, can you see if you have browser notifications blocked for the site?
