You just use the reply option box. If you're on the app there's an Edit icon at the upper right to get the reply box.

Are you trying to quote another post as @Duck said?
You would have to connect with a web browser. The iOS app doesn't support quoting. I don't know about the Android app.
From we can reply but can't open a new topic right ? But can we post a chessboard game ?

You should be able to reply or open a new topic. You have to use a browser to insert diagrams.
You can Open a new topic on the Homepage (where U See all the Forums - where off-topic is the lowest)- on the top of the Page there is a ➕ to creat a new Forum
