As the title says, I am unable to challenge certain premium and titled players. But there are other premium and titled players that I CAN challenge. But when I try to challenge one I can't, it says "You are unable to challenge [user]." Even though I already have an account that's older than 48 hours and I have a low enough rating deviation.
