I get a red circle with a cancel bar through it when I hover over the "Lock Registraion" button.
You need at least 5 players and only have 4. That's likely the issue.

I wonder if chess.com would consider changing that to allow the Admins who create
matches to lock registration after set ending time for registration?
The whole thing is you can't start if you don't meet the minimum requirements of the match. I don't think that will ever change.
