Have you tried setting your puzzles to 'Extra hard'?
Some users said that solved the problem, so it may be worth a try

I am currently ~2300 rated in puzzles, but still get puzzles rated 1900 and 2000. After I solve them easily they are still appear, and not even single puzzle from my actual rating! I checked other players' stats, they don't have such problem.
