Maybe your browser or a plugin is causing your issue?
When you click the Share icon and go to the PGN tab, do you see the whole game in that window? Is it just the download that doesn't have all the moves?
Finally, where are you seeing that it doesn't have the moves? If you are importing it into a PGN viewer app, it is possible your app doesn't like something in that particular PGN.
That said, I just tested and SCID on the Go, and the auto-open of the file failed. I had to import it and it worked fine. Auto-open on Droidfish stopped at move 19, so it doesn't like something about the file; might be a bug in its PGN implementation or other viewers are more forgiving, if the problem is the file.
Finally, where are you seeing that it doesn't have the moves? If you are importing it into a PGN viewer app, it is possible your app doesn't like something in that particular PGN.
I'm guessing his PGN viewer app doesn't like the extra "N" at move 19 (signifies a novelty).

The problem definitely lies with the symbols (and not just "N", at least "+ over -" also).
I've gone to "Go to Analysis", then right-clicked on the symbol, then selected "Remove Evaluation Annotation", then downloaded a complete game.
Maybe the offending symbols can be disabled until the fix is done?

If you open the PGN file using Scid vs. PC, you won't have this problem. Scid vs. PC can handle this issue, which is the nonstandard use of Ascii characters instead of the symbolic Numeric Annotation Glyphs (NAGs).

I forgot to mention that you don't have to delete the offending symbols. If you open the PGN file in Scid vs. PC, you can convert the offending symbols to standard NAGs by this method:
1) In the Scid vs. PC menu, click on "Tools --> Export Current Game --> Export Game to PGN
2) An "Exporting PGN" box will appear where you can make various choices. For the "Symbolic annotation style" selection, choose "$2 $14".
The newly exported PGN file will contain NAGs instead of those nasty, nonstandard symbols.

Viewing the downloaded problem with ChessX seemed to be my difficultly.
If I first viewed and re-saved in another program (such as Arena) all the missing moves will re-appear! Even viewing the re-saved pgn in ChessX the games look complete.
So I'll do this when the problem occurs again.
