There may be a bug in the Fair Play code that is used to implment that policy. It appears that you shouldn't have been hit by it from what I can tell. If you still are having issues, open a ticket so staff can look into it: http://support.chess.com/Tickets/Submit
Injustice

Curious world. . .
Glancing over the Forum, I have noticed some funny cases of Fair Play isues and "penalties". . .
Would it be right to ask whether the Fair Play rules have been well ser and define. . . and whether they are reasonably applied?

Good evening / night. I am a member of the chess.com long ago, and now I was the victim of an injustice on the part of it, who told me that I violate the fair play policy. I've never been dishonest, never offended anyone, never disconnected on purpose. I never did "discourage disconnecting, intentional stalling, etc.." as they accuse me. Suddenly, I was the victim of an absurd and I am now prohibited from engaging in open challenges. I've always spoken well of chess.com for everyone, but now I'm very disappointed. What happened? I expect a response. Thank you
One possible reason. If you Abort games against players not in your acceptable range. If this is the reason then see here http://www.chess.com/news/how-to-stay-out-of-rehab-7119
