The king doesn't technically pass through b1. I guess I didn't completely understand the rules.
It's not broke. White can legally castle there because their King can't castle through check, but it never does. It went from e1 to c1. Only the rook moved through check and there's no rule that says a rook can't do this.
I don't feel bad. Even experienced Grandmasters have occasionally been confused or made errors regarding castling in specific situations.
