Is it allowed to play ranked against a friend on the same WiFi network as you?

No, there are different accounts. It would be able to see if it was one person playing. If one person kept loosing super fast then yes it would be against the rules.

So you say it is permitted to play rated with someone on the same IP?

The link specifically stated that shared connections should not play rated games. If there are only a few here and there, it's unlikely to cause issues.
