"Is this a good tactic?" tag on some puzzles -- what do thumbs up/down mean for this tag?

Every now and then I see this tag "Is this a good tactic?" on puzzles. I don't mind helping give feedback, a lot of new puzzles have tags that don't make sense (mate in 3+ when it's a stalemate trick etc), but what is up with that tag? Does giving it a thumbs up mean you are saying it's a good tactic, or are you upvoting the question indicating it is NOT a good tactic? 

In short, if I think it's a good tactic should I thumbs up the tag or thumbs down it? Obviously if it's a bad tactic it would be good to know which way to give feedback as well.
