In library collections there isn't any option to delete the collection. I scrolled down but their was nothing.
Not only that I can't make it public. I refreshed my screen many times.
You should have the delete option on the right side of the screen on the details tab, and the public toggle on the Privacy tab when you are in the collection.

Though, there is one default Collection that can't be removed.
For 2, the Saved Analysis one can't be removed. I think it might because the saved analysis feature may have been planned, or is planned, to use it
