That move is legal. The rook is allowed to move through a threatened square, the king is not.

Technically there's no rule that you cannot castle through check. The rules are that you cannot castle out of or into check, and that your rook cannot be threatened when the castle is completed. People just like to say that you can't castle through check because in order to do so, you would usually have to break one or both of the two rules I mentioned above. But this is one of the rare cases where it is actually legal to castle through check.

The FIDE rule isn't directly worded that way but states the king can't move through or into an attacked square.

3.8.2.2 Castling is prevented temporarily:

3) If the square on which the king stands, or the square which it must cross, or the square which it is to occupy, is attacked by one or more of the opponent's pieces

The US Chess rule is worded similarly
