All wins count the same.

(Yes, including the rating calculation.... one gains/loses nothing by not resigning a lost game)

There should be a strip chess room where there is a webcam interface next to the board.  Whether or not someone actually follows the rules will be reflected by a "thumbs up" or a "thumbs down" that their opponent will give them at the conclusion of the match.

The number of points lost/gained in rated games completely depends on the ratings of the two opponents (well rating and ratings deviation). It doesn't matter how you lose/win.

I think this site uses a modified Glicko formula to determine that value (though I'm too lazy to look that up right now).

The rating calculation remains unaffected, for both players, regarding the manner of the result. Only the result is used for the calculation.
