There should be a strip chess room where there is a webcam interface next to the board. Whether or not someone actually follows the rules will be reflected by a "thumbs up" or a "thumbs down" that their opponent will give them at the conclusion of the match.

The number of points lost/gained in rated games completely depends on the ratings of the two opponents (well rating and ratings deviation). It doesn't matter how you lose/win.
I think this site uses a modified Glicko formula to determine that value (though I'm too lazy to look that up right now).

OK, now we have to calculate how many points you've lost (if only you'd waited till you timed out, your rating wouldn't have to take such a hit).

Besides which, after you lose they total up all the stuff you have left and it gets counted against you (like in gin rummy).
