Why does play have a max capacity? It just prevents people from playing. Really bad .
If the resources are constrained it's better to limit access than potential crash. If load remains high, staff will likely be working on scaling the system for the higher loads.

Ok I see. I can't go to play because the system has low load.

This is the first time in 3 years I get this error. Never seen it before, how long does it take to resolve the problem ? I want to play chess today !!!

It's the first time I've seen it, though it apparently happened before at the height of the Queen's Gambit run. So, while it's happened before, it's hard to say how long it will last
edit: actually had seen it in 2020 and posted about it but forgot

Found a workaround! Simply go on the home page, then press "play [whatever time control]" and you get into play!

ALso I heard they removed the old live server. Downhill

I actually ended up being able to close the message box and play a game with an opponent. It was actually the game to get me to 1200 rating.

It happened in 2020 at the height of the Queen's Gambit run too. It's just a lot more active players and games.
This seems to happen fairly often. You would think they would add capacity (data and or compute) easily if it's hosted in the cloud unless they don't have the budget for it. Seems like poorly managed. If you have customers don't lock them out of the store.
