If the balance is from a gift card I think I have read that won't work. I'll try to find the reference.
I found one reference and it was a similar problem but the poster didn't get back on and say what happened.
You will likely need to open a ticket with Google to see why it says not eligible. You could also try a ticket here but I'm not sure anyone can help.

It was from a gift card. If I can't use that, then why is one of the payment options "redeem code"? I clicked redeem code, entered the code, then the 25 bucks immediately went in my account but I can't use it. That's really stupid if this app will let me redeem a code from a gift card then NOT let me make a purchase with the money.
I can't say for sure but that probably is a built in payment option required by Google. As in, once you go to pay, Google presents that option. I'm not positive though so you can open a support ticket here to find out.

Well Martin, you were right. Google play balance may be used for Google play music and newsstand subscription but not for any other type of subscription..... yet the morons list redeem code as a payment option on all of their apps with in app purchases which is incredibly misleading. Idiots! Thanks for the help.
On the app when I click upgrade, it shows my Google play balance of $25 but won't let me use it to sign up. It says not eligible next to my account amount. What gives?
