missing scroll bar

Hi,
On this site I often have the screen scroll bar missing, both on a home computer and on my laptop. This isn't too useful when looking at forums, and unfortunately can't always get the submt button when playing games.
I try refresh and doesn't always help.
Can anyone shed some light on this or make a suggestion.
Hopefully I'll catch the replies before the post goes to far down the list and me not be able to scroll down to it!
