There was a bug introduced last week that was quickly fixed but it left some divisions in that stuck state. Staff are working on a method to identify all stuck divisions and put players in a new division at the same tier.
You can accomplish that yourself by leaving leagues and rejoining. Your first qualifying game after will put you in a new division.
You could open a ticket with support, with a screenshot of your league position and they might promote you to a new tier in a new division instead
