I've noticed, usually when I'm winning, that the opponent's connection is weak. I'm waiting twenty minutes like a fool. then I leave the app and when I come back opponent has won by time. Can this be done if the opponent puts their phone in airplane mode?

There are a couple of things. One is it may appear that your opponent hasn't moved but it could be your client has disconnected and they are waiting on you. You can tell that happens when looking at the game archive and there is a move you either didn't see or the move you made isn't shown.
Leaving the app may cause you to disconnect as well, though I'm not 100% positive there, since I don't play often there and when I do, I never leave the game screen until the game is completed (though I don't normally play longer time controls there either).
