Premium membership privileges transferring; blocking & verification

1) I wonder if a premium membership can be somehow transferred from one account to another either by general web-portal interface means or with the help of staff, or such thing is not practiced in principle?

2) I am curious whether a part of the money based on the length of a remaining period will be returned to a person if his account were blocked?

3) Additional question: it's pretty interesting whether title verification includes further video or phone conversation (after checking request data)? A variation is potentially possible that one photographed driver license or FIDE card.

If someone got it (for example, recognized issues as far as they have appeared earlier on the forum (my forum search on these failed) following by their resolution) and don't want to read many letters (especially since there are much more a discussion and excuses below than the questions' continuation Laughing), please just answer, but only if you know exact answer. Otherwise, I ask you at least add "I assume, ..." or something.

Relating to the first question:

For example, I've decided to delete current account and create a new one (or I just want to gift it to some other account, which is not mine but my friend's) and I have premium membership (for example, year-length diamond with 9 months left) with the will to save it.

I've unsuccessfully tried to find an answer within FAQs and by forum search (although I know that one can bypass the answer despite the fact it exists, moreover, in my opinion productive forum search requires some skills and experience that I honestly can't be proud of) and, by pondering about the issue, I've came to the conclusion that membership transferring possibility doesn't have drawbacks, whose degree of obviousness makes my question look stupid (in contrast to issues about the possibility to change nickname infinite number of times (chaos due to player's personality recognition difficulties) or providing trial premium membership without attaching it to credit card credentials (allowing infinite number of trial periods with new account creation each 10 days; although I'm not sure about inability of one person having two or more credit cards with banks having card names and addresses with at least different formats so that symbolically they differ from each other (i.e. Jack Morgan in one bank and Morgan J. in another one), but maybe you here have manual confirmation by the staff or even confirmation in banks (although the latter seems nonsesne to me because of great number of members buying premium and each bank having its country's national peculiarities which may include even difficulties in communication with it in some cases), and I must admit that I have a sufficient lack of knowledge and comprehension in this credit cards-related field), for example), so that's why I've decided to create this topic (as far as other ways to obtain the answer haven't produced any result for me) and share my thoughts on these issues.

In the way I see it, it is technically possible to organize. For instance, in described case a new account gets diamond for a period of 9 months, so the total of premium members doesn't change and is still equal to the number of payments obtained by the site.

Possible drawbacks, the essence of which is a rather controversial issue, may be:

1) Additional hardware resources need caused by the necessity of info about remaining membership period time storage (although regarding on data of membership's end being stored anyway I think it's not hard for the machines to subtract current date from an end date, thus forming end date for a new account, but total additional loads related to all the transactions processing can really be sufficient (it's hard for me to estimate by having no data))

2) Possibility of membership resale, so that one, for example, found it unnecessary to continue one-year premium after 6 months from the date of purchase and wants to obtain half of his money back. Maybe it causes some inconvenience to the site. But there is no communism domination in the world, so resale is not supposed to be prohibited. Eventually one can simply sell his username/password to somebody with technically same consequences as it seems to me.

3) Maybe unclarity is caused by titled players lifetime membership, but it seems it may simply be resolved by restricting the ability of premium member to transfer membership.

Note: I think it's clear that if this feature may be added, it can only be automatical (through user interface), because otherwise it will require much additional work for the staff which really is aimed on nothing but pursuant to each member's whims, and this can hardly be called a productive activity for site managers Laughing

Relating to the second issue: if there is no moneyback for blocked accounts, what's staff logic behind this? Haven't this person paid the money for some benefits during some period, and it seems to me that here we are leaving the frames of "we-are-admins-so-stick-to-our-rules-or-get-out" relationships and entering the frames of commodity-money or customer-seller relationships. I understand that from legal point of view there's no contract between the site and a user, but what is the logic behind such a policy from human point of view? For example, from cheating info I've understood that staff can delete an account without any explanations possibility to recover, and, what's more important, basing on their own, hidden from the public eye, principles of cheaters recognition. No one would claim that they can't be wrong in some excpetional cases, right? So imagine if they went wrong in case of some very strong player with a year-time diamond membership after 1 week from his membership purchase?!
